Making flyers ground units

What I am trying to do is make a unit a ground unit while still having it targeted by air weapons. I tried setting the elevation, the flyer tab, but I can't figure out how to make them move along the ground and be targeted by air weapons. Any ideas?

Animation Level: Ground.

I tried that, but maybe I did it wrong. I'll try again.

EDIT: You mean the elevation, right? In the graphics tab of Units.dat?

You can make a ground unit behave like a flyer by raising its animation level up really high, but I think once "Flyer" is checked the unit can move over anything. Test with something like a Marine, though, just to be sure.

Ok, fine, I was thinking of having impassible asteroids, but it looks like that won't happen. I could use plugins, though. That might work.
